GTA 5 BattlEye Blocked dsound.dll or wininet.dll: Official Troubleshooting
BattlEye may prevent Grand Theft Auto V from launching and report that it blocked C:\Windows\System32\dsound.dll or C:\Windows\System32\wininet.dll. Rockstar says this can happen when a Windows file is corrupt, out of date, or being used to load mods.
1. Remove mods
Return Grand Theft Auto V to an unmodified state before launching it again. Rockstar says mods that change dsound.dll or wininet.dll will cause BattlEye to flag the affected file and prevent the game from launching.
2. Do not delete wininet.dll
Do not delete wininet.dll. Rockstar identifies it as essential for Windows to function properly.
3. Update Windows and restart
Install any available Windows updates, restart the computer, and try launching Grand Theft Auto V again. Rockstar recommends these steps for this blocked-file error.
4. Run DISM and System File Checker
Microsoft's Windows 10 and Windows 11 instructions say to open Command Prompt as an administrator and run DISM:

Story Mode and BattlEye
The September 17, 2024 GTA V update integrated BattlEye into GTA Online. It also added a Rockstar Games Launcher option to disable BattlEye for Story Mode and the -nobattleye argument for third-party launchers and Story Mode play.
Disabling BattlEye is not a workaround for Rockstar's official GTA Online servers. Rockstar states that launching GTA Online without BattlEye prevents the game from connecting to those servers.
